BCM Presents Private Sector Recommendations on Tax Law Reform to Members of Parliament and Representatives of Government Agencies
On 20 March 2026, the Business Council of Mongolia (BCM) held a meeting at the Government Palace with Members of Parliament and representatives of government agencies to present the private sector's recommendations and positions on the ongoing tax law reform.
The meeting was attended by Member of Parliament and Head of the Standing Committee on Budget N. Naranbaatar, Members of Parliament L. Soronzonbold, B. Zayabal, and B. Munkhsoyol, along with representatives from the Ministry of Finance and the Mongolian Tax Administration, including Ch. Chimedsuren (Head of the Tax Policy Department, Ministry of Finance), D. Baasandash (Specialist, Tax Policy Department, Ministry of Finance), T. Tungalag (Senior State Tax Inspector of Tax Administration and International Taxation Department, Mongolian Tax Administration), and Ts. Undarmaa (State Tax Inspector of Tax Administration and International Taxation Department, Mongolian Tax Administration).
BCM was represented by Ts. Tumentsogt, Chair of BCM; N. Suvd, Managing Director; E. Mandalmaa, Policy Director; Ch. Tsendmaa, Director of Tax and Legal Services at PwC; R. Munkhjargal, Senior Legal Manager at PwC; L. Gerelmaa, International Tax and Transaction Services at EY Mongolia; and T. Tsengeljargal, Director of Tax at MCS Holding.
During the meeting, BCM presented eight key priority recommendations on tax law reform, followed by an in-depth discussion on each issue. Representatives of the Ministry of Finance and the Mongolian Tax Administration provided detailed explanations on the draft amendments, while Members of Parliament carefully considered the private sector's proposals and provided relevant guidance.
The discussion reflected a shared commitment to improving Mongolia's tax environment, strengthening investor confidence, and supporting economic growth through effective and balanced policy reform. Both sides expressed their intention to continue this engagement as the reform process moves forward.
